Council releases draft plan for viewing
MOYNE Shire Council will release a “concise” draft Council Plan for feedback, after the newest document was streamlined from 44 pages to eight.
At this week’s Ordinary Meeting of Council, councillors unanimously agreed to release the Moyne Shire Council Plan 2025-2029 for public feedback before the document comes back to councillors for adoption in June.
The Council Plan outlines Moyne Shire’s priorities over a four-year period through to 2029, which includes two specific approaches.
‘Strengthen our foundations’ is a facet which will look to improve on existing assets and service delivery such as through the shire-managed road network.
The ‘set us up for growth’ aspect looks to position the shire for future success such as through increasing community-led initiatives, heightening outdoor spaces and helping shire residents stay connected with one another.
Councillors have also combined the Municipal Health and Wellbeing Plan with the Council Plan.
The Municipal Public Health and Wellbeing Plan notes how Moyne Shire’s existing strategic objectives overlap with the Victorian Government’s health and wellbeing priorities such as improving wellbeing, increasing active living, preventing all forms of violence and reducing injury.
As mover of the motion, councillor Myra Murrihy called the Council Plan a “really important document” which has undergone significant changes.
“This document represents months of hard work by councillors and council staff, and reflects extensive engagement with our community through listening posts, conversations and careful consideration of local data, challenges and opportunities,” she said.
“I just wanted to highlight a couple of things that make this council plan slightly different to the previous one – firstly being that we’ve managed to reduce the length of the Council Plan from 44 pages down to eight, which was a deliberate effort to make sure this document was more accessible, more readable and more representative of our community.
“We want our community to read this – we want you to see yourselves in it, and to understand the direction this council is heading.
“Another deliberate choice we’ve made was to use really clear and simple language – we want this document to be something anyone in our community can pick up.
“This is a document for our community, and it’s really important we get your feedback before May 11.”
Mayor councillor Karen Foster thanked those involved in the creation of the document.
“Not only our staff, but the many people who attended the listening posts which our councillors also attended, and the stakeholder workshops, and people who filled in online survey forms,” she said.
“We hope you can see yourselves in here.
“We’ve been able to condense a lot of feedback in to one very concise document.”
Councillor Jordan Lockett, as seconder, said development of the Council Plan had been a “really good bonding exercise” as there was a lot which was agreed and disagreed on, but now it was time for the community to have final say.
“What a process,” he said.
“It’s our eighth draft but now we really want the community’s feedback because it’s ours and yours – the community – as a Council Plan.
“It gives really important strategic direction.
“We really want your feedback so we can turn it in to a beautiful final document.”
